   An act to add Section 326 to the Public Utilities Code, relating
to public utilities.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 2167, as introduced, Sher.  Public utilities: electric
deregulation.
   Existing law provides for the restructuring of California's
electric power industry so that the price for the generation of
electricity is determined by a competitive market.
   This bill would provide that the Public Utilities Commission may
issue decisions to facilitate competition in the production,
transmission, and distribution of electricity.
   Vote:  majority.  Appropriation:  no.  Fiscal committee:  yes.
State-mandated local program:  no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 326 is added to the Public Utilities Code, to
read:
   326.  Notwithstanding any other provision of law, the commission
may issue decisions to facilitate competition in the production,
transmission, and distribution of electricity.
