To Members of the California State Senate:

I am returning Senate Bill 1320 without my signature.

This bill would require each school with at least one pupil having
diabetes to have either a school nurse or an individual trained in
the testing of blood glucose levels, recognizing and treating
hypoglycemia and hyperglycemia, and administering glucagons available
at all times.  This bill would create a reimbursable state mandate
of significant cost estimated at between $13.8 million to $25.7
million.  These funds were not included in the 2000 Budget Act.

Currently, the governing boards of local educational agencies (LEA)
have a clear statutory responsibility to give diligent care to the
health and physical development of pupils and have the authority to
determine their staffing needs consistent with fulfilling this
obligation.  School health staffing needs are determined at the local
level based on local priorities and should remain so.
