BILL NUMBER: SB 1320 VETOED DATE: 09/28/2000 SEP 28 2000 To Members of the California State Senate: I am returning Senate Bill 1320 without my signature. This bill would require each school with at least one pupil having diabetes to have either a school nurse or an individual trained in the testing of blood glucose levels, recognizing and treating hypoglycemia and hyperglycemia, and administering glucagons available at all times. This bill would create a reimbursable state mandate of significant cost estimated at between $13.8 million to $25.7 million. These funds were not included in the 2000 Budget Act. Currently, the governing boards of local educational agencies (LEA) have a clear statutory responsibility to give diligent care to the health and physical development of pupils and have the authority to determine their staffing needs consistent with fulfilling this obligation.
