BILL ANALYSIS Appropriations Committee Fiscal Summary SB 1253 (Sher) Hearing Date: 5/10/99 Amended: 4/20/99 Consultant: Bob Franzoia Policy Vote: E, U&C 6-3 ____________________________________________________________ BILL SUMMARY: SB 1253 would require the California energy Commission (CEC), in consultation with the Air Resources Board (ARB), to update the inventory of the sources of greenhouse gas emissions from sources in the state. The CEC would be required to provide information to state, regional, and local entities regarding cost-effective and technologically feasible methods for reducing the production of greenhouse gases from sources located in the state. The CEC would be required to update the inventory every five years. Chapter 1506, Statutes of 1988 (AB 4420, Sher) required the CEC to conduct a study on how global warming trends may affect the state's energy supply and demand, economy, environment, agriculture, and water supply. This study, along with an inventory of greenhouse gas emissions was completed in 1990. Both the study and the inventory were updated in 1998 under a contract with the US EPA.
