BILL ANALYSIS SB 669 Page 1 Date of Hearing: July 12, 1999 ASSEMBLY COMMITTEE ON GOVERNMENTAL ORGANIZATION Herb Wesson, Chair SB 669 (Polanco) - As Amended: April 20, 1999 SENATE VOTE : 37-1 SUBJECT : Local emergency telephone systems SUMMARY : Adds a representative from a city and from a county to the list of entities with which the Department of General Services (DGS) must regularly consult when considering the state's 911 emergency response service. EXISTING LAW 1)Establishes a uniform, statewide 911 emergency response number as the primary emergency telephone number for use in the state and requires local public agencies to operate a system that includes, at a minimum, police, fire fighting, and emergency medical and ambulance services. 2)Requires the Communications Division of the DGS to consult with specified entities involved in emergency response activities including the State Fire Marshal, the Department of Health Services, the Office of Traffic Safety, the Office of Emergency Services, the Council on Criminal Justice, telephone service providers, and others, but not including representatives of a city or of a county. FISCAL EFFECT : Unknown COMMENTS : 1. Purpose of the bill . According to the author, cities and counties play a critical role in maintaining an effective 911 emergency response program and therefore should be involved in discussions on ways to fulfill the state's responsibility to provide emergency services. 2. Amendments . The author intends to offer amendments to this bill that add subject matter not germane to the jurisdiction of this committee. If the amendments are adopted, the committee may wish to consider re-referring the bill to the Assembly Utilities and Commerce Committee.
