  SUMMARY  :

This bill requires the Independent System Operator (ISO) to  
coordinate the implementation of legislative policy, making an  
efficient and reliable transmission grid a key consideration  
with regard to planning, siting, and permitting processes and  
enhancements and additions to the grid.

  FISCAL EFFECT  :

No fiscal impact.

  COMMENTS  :

  Purpose  .  Presently, both transmission owners and ISO have roles  
in the planning of a reliable transmission grid, but the roles  
and responsibilities are unclear and need to be more clearly  
defined.  The author indicates that he has been in discussion  
with numerous affected parties including the transmission  
owners, ISO, Electricity Oversight Board, and municipal  
utilities.  This bill is intended as an opportunity to develop  
clear policies for transmission planning to ensure a reliable  
transmission grid for electricity customers.
