ANALYSIS: SR 24 (Greene-D) 1995, requested the Legislative Counsel Bureau to submit a proposal by January 1, 1996 to consolidate and reorganize the portions of law that deal with school facilities construction or finance. This bill is a major, but nonsubstantive, reorganization of existing law relating to school facilities. Specifically, the bill: 1.Consolidates all the sections that are currently scattered throughout the Education Code into one area of ?1 CONTINUED SB 1562 Page 2 the Code, beginning with section 15000. 2.Repeals provisions in the Government Code related to school-levied developer fees and enacts those same provisions in the Education Code. 3.Declares that the provisions of the bill shall be construed as restatements of existing statutory provisions and not as a new enactment. 4.Declares that because this bill is nonsubstantive in nature, no additional costs or duties are imposed on local agencies. 5.States that the effective date of the bill shall be January 1, 1998 to assure that any law changes that occur in 1996 can be incorporated before the effective date of the bill.
