Specifically, this bill: Appropriates $425,000 to the Department of Transportation (Caltrans) from the EEM Fund to complete the Hill Slough project in Solano County and and allows the appropriated funds to be available for expenditure through June 30, 1999. Appropriates $50,175 to Caltrans for the Guajome Marsh project in San Diego County and allows those funds to be disbursed until June 30, 1997. FISCAL EFFECT Appropriates $475,175 from the EEM Fund to Caltrans for allocation to projects in Solano and San Diego Counties. The source of funds are from the gasoline excise tax revenues deposited into the State Highway Account (SHA). BACKGROUND 1) Current law establishes the EEM Demonstration Program and declares legislative intent to provide $10 million per year from the SHA to fund projects in the program. EEM grants must be expended within three years from the date of appropriation. 2) The 1993 Budget appropriated $425,000 from the EEM Fund for the Solano County project. The project, which includes funding from private sources, will not be completed within the three-year timeframe of the appropriation which expires on June - continued - AB 3323 Page 1 AB 3323 30, 1996. Last year, Senator Craven's SB 10x (Chapter 6, First Extraordinary Session) similarly extended a 1992 EEM grant for the San Diego County project until March 1, 1996. This bill's May 1 amendment further extends the expenditure authority for that appropriation until June 30, 1997, so that a final payment of $50,175 can be executed. - continued - AB 3323 Page 2
