An act to amend Section 2840.4 of the Public Utilities Code, relating to energy.

LEGISLATIVE COUNSEL’S DIGEST

SB 716, as introduced, Lara. Waste Heat and Carbon Emissions Reduction Act.

The Waste Heat and Carbon Emissions Reduction Act finds and declares, among other things, that combined heat and power systems produce both electricity and thermal energy from a single fuel input, thus achieving much greater efficiency than the usual separate systems for producing these forms of energy and reducing the consumption of fuel.

This bill would make technical, nonsubstantive changes to this provision.

Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

Section 2840.4 of the Public Utilities Code is

The Legislature finds and declares all of the following:

4(a) Combined heat and power systems produce both electricity
5and thermal energy from a single fuel input, thus achieving much
6greater efficiency than the usual separate systems for producing
7these forms ofbegin delete energy,end deletebegin insert energyend insert and reducingbegin insert theend insert consumption of
8fuel.

2otherwise be wasted in separate energybegin delete applications,end deletebegin insert applicationsend insert
3 and use this heat to avoid consumption of fuel that would otherwise
4be required to produce heat.

5(c) Gigawatthours of potential useful electricity and millions of
6British thermal units of thermal energy could be derived from
7unused waste heat that is currently being vented into the
8atmosphere.
