Senate Joint Resolution No. 15—Relative to the Confederate States of America.

LEGISLATIVE COUNSEL’S DIGEST

SJR 15, as amended, Glazer. Confederate States of America.

This bill would urge the Congress and the President of the United States to rename any federal buildings, parks, roadways, or other federally owned property that bear the names of elected or military leaders of the Confederate States of America.

P1    1WHEREAS, The Confederate States of America and its
2secessionist movement were rooted in the defense of slavery; and

3WHEREAS, Using the names of elected or military leaders of
4the Confederate States of America for federal buildings, parks,
P2    1roadways, or other federally owned property only deepens the pain
2of those living under the legacy of slavery; and

3WHEREAS, The United States of America continues to struggle
4with racial equality and tolerance; and

5WHEREAS, The continued use of names of elected or military
6leaders of the Confederacy in public places is offensive to
7Americans who treasure the United States as one nation under
8God, indivisible, with liberty and justice for all; and

9WHEREAS, The horrific shooting deaths of nine African
10Americans attending church in South Carolina have once again
11raised the searing issue of racial violence and intolerance; and

12WHEREAS, The ensuing images of the killer wrapping himself
13in the Confederate flag points to the continued use of that emblem
14of cruel oppression as a way to further demean, offend, and wound
15whole segments of our society; and

16WHEREAS, The use of Confederate leaders’ names in public
17schools, buildings, parks, roadways, or other federally owned
18property in California only serves to further the discriminatory
19agenda of current sympathizers of the ideology of the Confederate
20States of America, and is antithetical to California’s mission of
21racial equality and tolerance; now; therefore, be it

22Resolved by the Senate and the Assembly of the State of
23California, jointly,
That the Legislature respectfully urges the
24Congress and the President of the United States to rename any
25federal buildings, parks, roadways, or other federally owned
26property that bear the names of elected or military leaders of the
27Confederate States of America; and be it further

28Resolved, That the Secretary of the Senate transmit copies of
29this resolution to the President and Vice President of the United
30States, to the Speaker of the House of Representatives, to the
31Majority Leader of the Senate, and to each Senator and
32Representative from California in the Congress of the United
33States.
