Senate Joint Resolution No. 15—Relative to the Confederate States of America.

This bill would urge the Congress and the President of the United States to rename any federal buildings, parks, roadways, or other federally owned property that bear the names of those associated with the Confederate States of America.

P1    1WHEREAS, The Confederate States of America and its
2secessionist movement were rooted in the defense of slavery; and

3WHEREAS, Using the names of those associated with the
4Confederate States of America for federal buildings, parks,
5roadways, or other federally owned property only deepens the pain
6of those living under the legacy of slavery; and

7WHEREAS, The United States of America continues to struggle
8with racial equality and tolerance; and

9WHEREAS, The continued use of names associated with the
10Confederacy in public places is offensive to Americans who
11treasure the United States as one nation under God, indivisible,
12with liberty and justice for all; and

13WHEREAS, The horrific shooting deaths of nine African
14Americans attending church in South Carolina have once again
15raised the searing issue of racial violence and intolerance; and

P2    1WHEREAS, The ensuing images of the killer wrapping himself
2in the Confederate flag points to the continued use of that emblem
3of cruel oppression as a way to further demean, offend, and wound
4whole segments of our society; and

5WHEREAS, The use of Confederate-associated names in public
6schools, buildings, parks, roadways, or other federally owned
7property in California only serves to further the discriminatory
8agenda of current sympathizers of the ideology of the Confederate
9States of America, and is antithetical to California’s mission of
10racial equality and tolerance; now; therefore, be it

11Resolved by the Senate and the Assembly of the State of
12California, jointly,
That the Legislature respectfully urges the
13Congress and the President of the United States to rename any
14federal buildings, parks, roadways, or other federally owned
15property that bear the names of those associated with the
16Confederate States of America; and be it further

17Resolved, That the Secretary of the Senate transmit copies of
18this resolution to the President and Vice President of the United
19States, to the Speaker of the House of Representatives, to the
20Majority Leader of the Senate, and to each Senator and
21Representative from California in the Congress of the United
22States.
