An act to amend Sections 11343.5 and 26803.5 of the Government Code, relating to regulations.

Existing law requires the State Printing Office to file one copy of the published copies of the California Code of Regulations with to the county clerk in each county, to be made available for public inspection. Existing law authorizes the county clerk to delegate, to the paid county law librarian or the librarian in charge of the county law library, the duty of accepting and making the regulations available, if certain conditions are met.

This bill would instead require the State Printing Office to file the latest published copies of the California Code of Regulations with the librarian in charge of the county library, to be made available for public inspection, and would make conforming changes.

Because this bill would impose new duties on local officials, it would impose a state-mandated local program.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

SECTION 1.  

Section 11343.5 of the Government Code is

Within 10 days from the receipt of printed copies of

5Regulations Supplement from the State Printing Office, the office

SEC. 2.  

Section 26803.5 of the Government Code is amended
14to read:

Each regulation and order of repeal of a regulation

17 pursuant to Article 2 (commencing with Section 11380) of Chapter
184.5, Part 1, Division 3, Title 2, of this code shall be retained in an
19active file, available for public inspection, until receipt by the

21California Administrative Register or supplement to the California
22Administrative Code in which such regulation, order of repeal or
23notice thereof, is published.

SEC. 3.  

If the Commission on State Mandates determines that
35this act contains costs mandated by the state, reimbursement to
