          This bill specifies that a person becomes a participant in a  
          designed California jockey retirement plan when he or she is  
          licensed as a jockey in California.


          FISCAL EFFECT:


          Negligible fiscal impact to California Horse Racing Board  
          (CHRB).

          1)Purpose.  According to the author, the purpose of this bill is  
            to ensure jockeys become participants in existing retirement  
            plans when they are licensed by the CHRB to be a jockey in  
            California.


          2)Redundant Change?  Existing law requires CHRB to administer a  
            defined contribution retirement plan "for California-licensed  
            jockeys."  This bill effectively adds that a jockey becomes a  
            participant in the retirement plan for California-licensed  
            jockeys when that person is licensed as a jockey in  
            California.
