FISCAL EFFECT: Negligible fiscal impact to California Horse Racing Board (CHRB). COMMENTS: AB 1539 Page 2 1)Purpose. According to the author, the purpose of this bill is to ensure jockeys become participants in existing retirement plans when they are licensed by the CHRB to be a jockey in California. 2)Redundant Change? Existing law requires CHRB to administer a defined contribution retirement plan "for California-licensed jockeys." This bill effectively adds that a jockey becomes a participant in the retirement plan for California-licensed jockeys when that person is licensed as a jockey in California.
