Existing law establishes the California Commission on Disability Access for purposes of developing recommendations to enable persons with disabilities to exercise their right to full and equal access to public facilities and facilitating business compliance with applicable state and federal laws and regulations. Existing law sets forth the powers and duties of the commission, as specified. Existing law provides that those provisions shall not remain operative unless funds are appropriated for those purposes.

For the 2015-16 fiscal year, the sum of five hundred
4thousand dollars ($500,000) is hereby appropriated from the
5General Fund to the commission, for expenditure without regard
6to fiscal years. The moneys shall be used to implement the duties
7imposed on the commission pursuant to this chapter.
Section 39800 of the Education Code is amended
9to read:
(a) The governing board of a school district may
11provide for the transportation of pupils to and from school if, in
12the judgment of the governing board of the school district, the
13
transportation is advisable and good reasons for the transportation
14exist. The governing board of the school district may purchase or
15rent and provide for the upkeep, care, and operation of vehicles,
16or may contract and pay for the transportation of pupils to and
17from school by common carrier or municipally owned transit
18system, or may contract with and pay responsible private parties
19for the transportation. The contracts may be made with the parent
20or guardian of the pupil being transported.
The governing board
21of a school district may allow the transportation of preschool or
22nursery school pupils in schoolbuses owned or operated by the
23school district. A state reimbursement may not be received by a
24school district for the transportation of preschool or nursery school
25pupils.
26(b) As used in this article, “municipally owned transit system”
27means a transit system owned by a city, or by a district created
28
pursuant to Part 1 (commencing with Section 24501) of Division
2910 of the Public Utilities Code.
