An act to repeal Sections 65890.3 and 65890.5 of the Government Code, relating to land use.

AB 1084, as introduced, Bonilla. Jobs and housing.

Existing law, requires the Department of Housing and Community Development to prepare a guidebook for use by certain public and private entities in the planning and development of a housing supply to meet the need created by employment growth, and requires the Assembly Office of Research to complete a study on the effectiveness of the guidebook.

This bill would delete those provisions.

SECTION 1.  

Section 65890.3 of the Government Code is

The Department of Housing and Community
4Development shall prepare a guidebook for use by cities, counties,
5councils of government, state agencies, and the private sector in
6the planning and development of a housing supply to meet the
7need created by employment growth. The guidebook shall be
P2    1prepared in time for use following the availability of the 1990
2Census of Population and Housing.

SEC. 2.  

Section 65890.5 of the Government Code is repealed.

65890.5.  

(a) The guidebook shall include the following:

5(1) Methodologies for measuring the balance of jobs and
6housing.

7(2) Methodologies for analysis of the projected needed housing
8supply to serve projected employment growth.

9(3) Methodologies to encourage the balance of jobs and housing.

10(4) Incentives which local, regional, and state agencies may
11offer to the private sector to encourage developments and design
12which will facilitate an improved balance between employment
13generating land use and residential land use.

14(5) Methodologies cities and counties may use to analyze trip
15generation and vehicle miles traveled to and from employment
16centers.

17(6) Methodologies cities and counties may use to achieve more
18efficient use of transportation facilities serving major employment
19centers.

20(7) Descriptions of successful and unsuccessful efforts by cities
21or counties to move toward improved jobs-housing balance.

22(b) The guidebook shall seek to describe and evaluate the various
23tools available to local, regional, and state governments to measure,
24evaluate, and improve the balance of jobs and housing and to
25mitigate the undesirable effects of any imbalance between jobs
26and housing. The guidebook shall describe efforts by cities,
27counties, and regional agencies to improve the balance of jobs and
28housing.

29(c) The department shall consult with interested parties and
30organizations such as academic institutions, environmental groups,
31businesses, labor unions, real estate groups, housing advocacy
32groups, cities, counties, and regional agencies. The final guidebook
33shall be completed no later than December 31, 1993.

34(d) Within two years of final publication of the guidebook, the
35Assembly Office of Research shall complete a study of the
36effectiveness of the guidebook as a decisionmaking tool by public
37agencies and the private sector to facilitate improved jobs-housing
38balance. The study shall include the office’s recommendations for
P3    1legislation needed to improve the effectiveness of decisionmaking
2as it relates to achieving jobs-housing balance, if any.
