An act to add Section 66749.5 to the Education Code, relating to public postsecondary education.

AB 1016, as amended, Santiago. Public postsecondary education: Student Transfer Achievement Reform Act.

Existing law establishes the California Community Colleges and the California State University as 2 of the segments of public postsecondary education in this state. Existing law, the Student Transfer Achievement Reform Act, encourages community colleges to facilitate the acceptance of credits earned at other community colleges toward the associate degree for transfer. The act requires the California State University to guarantee admission with junior status to a community college student who meets the requirements for the associate degree for transfer, and provides that admission to the California State University under these provisions does not guarantee admission for specific majors or campuses.

This bill would require the Office of the Chancellor of the California Community Colleges to report to the Legislature, on or before March 1, 2016, the status of each community college’s compliance with the act’s provisions related to creating associate degrees for transfer. To the extent this reporting requirement would place additional requirements on community college districts, it would impose a state-mandated local program.

This bill would require the California State University to submit 2 reports to the Legislature on campus acceptance of transfer model curricula by concentration, on or before March 1, 2016, and on or before March 1, 2017, respectively. The bill would require the California State University, commencing December 1, 2016, tobegin delete annually post,end deletebegin insert annually,end insert until November 30, 2021, publiclybegin insert postend insert available data, including, among other data, the number of students with an associate degree for transfer who applied to a campus of the California State University and were redirected to another campus than that indicated in the application, and the proportion of students with an associate degree for transfer who graduate from the California State University, as specified.

The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.

This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to these statutory provisions.

The people of the State of California do enact as follows:

SECTION 1.  

Section 66749.5 is added to the Education Code,

66749.5.  

(a) The Office of the Chancellor of the California
4Community Colleges shall report to the Legislature on or before
5March 1, 2016, the status of each community college’s compliance
6with the provisions of this article related to creating associate
7degrees for transfer.

8(b) The California State University shall submit two reports to
9the Legislature on campus acceptance of transfer model curricula
10by concentration, on or before March 1, 2016, and on or before
11March 1, 2017, respectively.

12(c) (1) The California State University shall annually,
13commencing December 1, 2016,begin delete postend delete publiclybegin insert postend insert available data
14on all of the following:

P3    1(A) The number of students admitted with an associate degree
2for transfer.

3(B) The proportion of students with an associate degree for
4transfer who graduate from the California State University within
5two or three years.

6(C) The number of students with an associate degree for transfer
7who applied to a campus of the California State University and
8were redirected to another campus than that indicated in the
9application.

10(D) The number of students described in subparagraph (C) who
11ultimately enrolled at a California State University campus.

12(2) This subdivision shall become inoperative on November 30,
132021.

14(d) (1) The requirements for submitting reports on or before
15March 1, 2016, imposed under subdivisions (a) and (b) are
16inoperative on March 1, 2020, and the requirement for submitting
17a report on or before March 1, 2017, imposed under subdivision
18(b) is inoperative on March 1, 2021, pursuant to Section 10231.5
19of the Government Code.

20(2) Reports to be submitted pursuant to subdivisions (a) and (b)
21shall be submitted in compliance with Section 9795 of the
22Government Code.

SEC. 2.  

If the Commission on State Mandates determines that
24this act contains costs mandated by the state, reimbursement to
25local agencies and school districts for those costs shall be made
26pursuant to Part 7 (commencing with Section 17500) of Division
274 of Title 2 of the Government Code.
