(1) Existing law authorizes the governing board of a school district or community college district to issue bonds for specified purposes, and sets forth requirements in that regard, including, among other things, specifying that the term of a bond shall not exceed 25 years from the date of the bond or bond series.

6(b) Notwithstanding subdivision (a), the term of a bond used
7for the purposes of furnishing and equipping classrooms, including,
8but not limited to, purchasing electronic equipment, shall not
9exceed 120 percent of the average reasonably expected economic
10life of the
furnishings and equipment.

begin insert(a) It is the intent of the Legislature in enacting this
13section to do the following:
14(1) Ensure that the use of proceeds of bond funds issued
15pursuant to Proposition 39, approved by the voters at the
16November 7, 2000, is consistent with the intent and requirements
17of Proposition 39.
18(2) Clarify that portable electronic devices, including, but not
19limited to, laptops and tablets, may be purchased with Proposition
P3 139 bond funds only for the equipping of school facilities and be
2used for instruction-related purposes in school facilities.
3(b) Proceeds from the sale of bonds authorized and issued
4pursuant to paragraph
(3) of subdivision (b) of Section 1 of Article
5XIII A of, and subdivision (b) of Section 18 of Article XVI of, the
6California Constitution may be used to purchase portable
7electronic devices only for furnishing and equipping classrooms
8and school facilities. Portable electronic devices purchased with
9proceeds from the sale of bonds pursuant to this section shall only
10be used for instruction-related purposes in school facilities and
11shall not be assigned to individual pupils or removed from the
12schoolsite on a daily basis.
13(c) This section shall apply to bonds approved by voters after
14January 1, 2016.
Section 15267 is added to the Education Code,
16to read:
Proceeds from the sale of bonds authorized and issued
18pursuant to paragraph (3) of subdivision (b) of Section 1 of Article
19XIII A and subdivision (b) of Section 18 of Article XVI of the
20California Constitution shall not be used to purchase either of the
21following:
22(a) Portable electronic devices, including, but not limited to,
23laptop computers and tablet computers, that are any of the
24following:
25(1) Not closely connected to classroom instruction.
26(2) Assigned to individual pupils.
27(3) Permitted to leave the schoolsite for more than one
28schoolday.
29(b) Basic or supplemental instructional materials.
