An act to add and repeal Section 39607.6 of the Health and Safety Code, relating to greenhouse gases.

SB 1125, as introduced, Pavley. Greenhouse gases: emissions reduction.

The California Global Warming Solutions Act of 2006 requires the State Air Resources Board to approve a statewide greenhouse gas emissions limit that is equivalent to the 1990 level to be achieved by 2020. The act requires the state board to make recommendations to the Governor and the Legislature on how to continue reduction of greenhouse gas emissions beyond 2020.

This bill would require the state board, on or before January 1, 2016, and in consultation with specified entities, to develop and submit to the Governor and the Legislature a report containing recommendations on a timetable of reduction targets of greenhouse gas emissions and short-lived climate pollutants with high global warming potentials beyond 2020. The bill would repeal the above provision on January 1, 2020.

SECTION 1.  

Section 39607.6 is added to the Health and Safety

, to read:

39607.6.  

(a) For the purposes of this section, “short-lived
4climate pollutant” means an agent that has a relatively short lifetime
5in the atmosphere, from a few days to a few decades, and a
6warming influence on the climate.

7(b) On or before January 1, 2016, the state board shall, in
8consultation with the Climate Action Team, other relevant state
9and local agencies, and interested stakeholders, in an open and
10public process, develop and submit to the Governor and Legislature
11a report containing recommendations on a timetable of reduction
12targets of greenhouse gas emissions and short-lived climate
13pollutants with high global warming potentials beyond 2020.

14(c) The state board, in developing the timetable of reduction
15targets shall consider emissions reduction trajectories that do all
16of the following:

17(1) Mitigate medium- and long-term risks of global climate
18change and associated adverse impacts on health, safety, and
19welfare in California.

20(2) Advance California’s economic competitiveness by
21minimizing leakage and stimulating innovation.

22(3) Significantly mitigate adverse public health impacts in
23disadvantaged communities through reductions of short-lived
24climate pollutants, or in concert with other regulations limiting the
25emissions of criteria or toxic air pollutants under this division.

26(d) The report to be submitted to the Legislature pursuant to
27subdivision (a) shall be submitted in compliance with Section 9795
28of the Government Code.

29(e) Pursuant to Section 10231.5 of the Government Code, this
30section is repealed on January 1, 2020.
