   An act to add Sections 44227.1 and 52214 to the Education Code,
relating to pupils.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 100, as amended, Correa. Gifted and talented pupils:
identification.
   Existing law authorizes the governing board of a school district
to establish programs for gifted and talented pupils and requires an
applicant school district to submit an application for approval for a
proposed program to the State Board of Education. The state board is
required to review the criteria for program approval at least once
every 4 years. The review is required to address, among other program
elements, the identification of gifted and talented pupils.
   This bill would require the Commission on Teacher Credentialing to
review its criteria for the approval of teacher and administrator
preparation programs to include training on the identification and
appropriate instruction of gifted and talented pupils.
   The bill would require the State Department of Education to ensure
that each staff person providing or receiving services through
 after school programs,  the pupil retention block
grant program, the professional development block grant, the
beginning teacher support and assessment system, the administrator
training program, the high priority schools grant program, and the
mathematics and reading professional development program be provided
training to allow and encourage the identification of gifted and
talented pupils from traditionally underrepresented populations.
   Vote: majority. Appropriation: no. Fiscal committee: yes.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 44227.1 is added to the Education Code, to
read:
   44227.1.  The commission shall review its criteria for the
approval of teacher and administrator preparation programs to ensure
that those programs include training on the identification and
appropriate instruction of gifted and talented pupils.
  SEC. 2.  Section 52214 is added to the Education Code, to read:
   52214.  The department shall ensure, for the programs listed in
subdivisions (a) to  (g)   (f)  ,
inclusive, that each staff person providing or receiving services
within the program is provided training to allow and encourage the
staff person to identify gifted and talented pupils from
traditionally underrepresented populations. In the development of
 any  training provided pursuant to this section,
the department shall consult with professional organizations
representing teachers, administrators, and parents. 
   (a) After school programs set forth in Chapter 2 (commencing with
Section 8200) of Part 6 of Division 1 of Title 1.  
   (b) 
    (a)  Pupil retention block grant set forth in Article 2
(commencing with Section 41505) of Chapter 3.2 of Part 24 of Division
3. 
   (c) 
    (b)  Professional development block grant set forth in
Article 5 (commencing with Section 41530) of Chapter 3.2 of Part 24
of Division 3. 
   (d) 
    (c)  Beginning teacher support and assessment system set
forth in Article 4.5 (commencing with Section 44279.1) of Chapter 2
of Part 25 of Division 3. 
   (e) 
    (d)  The administrator training program set forth in
Article 4.6 (commencing with Section 44510) of Chapter 3 of Part 25
of Division 3. 
   (f) 
    (e)  High priority schools grant program set forth in
Article 3.5 (commencing with Section 52055.600) of Chapter 6.1 of
Part 28. 
   (g) 
   (f)  The mathematics and reading professional development
program set forth in Article 3 (commencing with Section 99230) of
Chapter 5 of Division 14 of Title 3.
