   An act to  add Section 21455.8 to   add and
repeal Section 21455.8 of  the Vehicle Code, relating to
vehicles.



	LEGISLATIVE COUNSEL'S DIGEST


   AB 2729, as amended, Ammiano. Vehicles: automated traffic
enforcement system: City and County of San Francisco.
   Existing law authorizes the limit line, intersection, or other
places where a driver is required to stop to be equipped with an
automated traffic enforcement system if the system meets certain
requirements. Existing law authorizes a governmental agency to
contract out the operation of the system under certain circumstances,
except for specified activities.
   This bill would authorize the City and County of San Francisco to
utilize an automated traffic enforcement system to enforce a
specified traffic offense from Market Street onto the Central Freeway
located at the intersection of Market Street and Octavia Boulevard
if the system meets the above-stated requirements. 
   The bill would require the City and County of San Francisco to
report to the Senate Committee on Transportation and Housing and the
Assembly Committee on Transportation prior to January 1, 2014, on the
safety and traffic flow impacts that may have resulted if the above
provisions are implemented. 
   This bill would state the findings and declarations of the
Legislature concerning the need for special legislation  and
would require that these provisions remain in effect only until
January 1, 2014  .

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 21455.8 is added to the Vehicle Code, to read:
   21455.8.   (a)    The City and County of San
Francisco may utilize an automated traffic enforcement system to
enforce a violation of subdivision (d) of Section 22101, from Market
Street onto the Central Freeway located at the intersection of Market
Street and Octavia Boulevard, if the system meets the requirements
of Section 21455.5. 
   (b) If the City and County of San Francisco implements subdivision
(a), it shall report to the Senate Committee on Transportation and
Housing and the Assembly Committee on Transportation prior to January
1, 2014, on the safety and traffic flow impacts that have resulted
from the use of an automated traffic enforcement system authorized
pursuant to subdivision (a).  
   (c) This section shall remain in effect only until January 1,
2014, and as of that date is repealed, unless a later enacted
statute, that is enacted before January 1, 2014, deletes or extends
that date. 
  SEC. 2.  Due to the unique circumstances concerning traffic
enforcement in the City and County of San Francisco, the Legislature
finds and declares that a general statute cannot be made applicable
within the meaning of Section 16 of Article IV of the California
Constitution. Therefore, this special statute is necessary and
applicable only to the City and County of San Francisco.
