    An act to amend Section 10 of the Elections Code,
relating to elections.   An act to add Section 86119 to
the Government Code, relating to the Political Reform Act of 1974.

   AB 2007, as amended, Adams.  Elections.  
Political Reform Act of 1974: gifts.  
   The Political Reform Act of 1974 requires lobbyists, lobbying
firms, lobbyist employers, and other persons who directly or
indirectly make payments to influence legislative or administrative
action of $5,000 or more in value in any calendar quarter to prepare
and file with the Secretary of State periodic reports disclosing
specified activity expenses incurred during specified reporting
periods, including gifts donated to elected state officials and
legislative officials.  
   This bill would require the Fair Political Practices Commission to
post on its Internet Web site, on or before February 1 of each year,
information describing all gifts donated to Members of the
Legislature and designated employees of the Legislature in the
previous calendar year and reported to the Secretary of State by the
donors of those gifts.  
   The Political Reform Act of 1974, an initiative measure, provides
that the Legislature may amend the act to further the act's purposes
upon a 2/3 vote of each house and compliance with specified
procedural requirements.  
   This bill would declare that it furthers the purposes of the act.
 
   Existing law provides that the Secretary of State is the chief
elections officer of the state and has specified powers. 

   This bill would make nonsubstantive changes to that provision.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Section 86119 is added to the 
 Government Code   , to read:  
   86119.  On or before February 1 of each year, the Commission shall
post on its Internet Web site information describing all gifts
donated to Members of the Legislature and designated employees of the
Legislature in the previous calendar year and reported by the donors
of the gifts pursuant to this article. 
   SEC. 2.    The Legislature finds and declares that
this bill furthers the purposes of the Political Reform Act of 1974
within the meaning of subdivision (a) of Section 81012 of the
Government Code.  
  SECTION 1.    Section 10 of the Elections Code is
amended to read:
   10.  The Secretary of State is the chief elections officer of the
state and he or she has the powers and duties specified in Section
12172.5 of the Government Code.
