   An act to add Section 33043 to the Education Code, relating to
reading and language arts.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1607, Romero. Reading and language arts: framework.
   Existing law requires the State Board of Education to adopt
regulations concerning the development of curriculum frameworks and
the adoption of instructional materials.
   This bill would require the state board to include a chapter that
provides for language and content instruction focusing particularly
on those English learners who have been designated to be in the
lowest 3 proficiency levels pursuant to the California English
Language Development Test in the next revision cycle of the
Reading/Language Arts framework and evaluation criteria.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 33043 is added to the Education Code, to read:
   33043.  (a) The state board shall, in the next revision cycle of
the Reading/Language Arts framework and evaluation criteria, include
a chapter that provides for language and content instruction specific
to English language learners focusing particularly on English
language learners who have been designated to be in the lowest three
proficiency levels pursuant to the California English Language
Development Test.
   (b) The chapter content shall include a comprehensive program of
instructional materials in reading/language arts and English language
development designed for English learners, be written in English,
and aligned to the English language arts and English language
development standards.
   (c) The evaluation criteria and worksheets developed for the
Reading/English Language Arts framework shall include the English
language development standards approved by the state board pursuant
to Section 60811, in addition to the English language arts standards.

   (d) The development and inclusion of the chapter described in
subdivisions (a) and (b) shall occur in 2013, when the
Reading/English Language Arts/English Language Development framework
and criteria are scheduled to be revised.
