To the Members of the California State Senate:

I am returning Senate Bill 259 without my signature.

This bill is similar to legislation I vetoed last year.  As I said at
that time, I believe that the sabbatical leave system encourages
faculty of the California State University to strive for professional
growth and academic excellence.  However, I maintain my position
that determining what benefits an employee receives during a
sabbatical is a matter for collective bargaining, not legislation.
For this reason I am returning this bill without my signature.
