To Members of the California State Assembly:

I am returning Assembly Bill 2971 without my signature.

While I support efforts to address the safety needs of bicyclists and
pedestrians, the Department of Transportation already has the
authority to develop the guidance and criteria and is currently doing
so.  This bill is unnecessary.

For these reasons, I am returning the bill without my signature.
