ANALYSIS: The committee has adopted a policy regarding the naming of state highways or structures. Under the policy, the committee will consider only those resolutions that meet all of the following criteria: The person being honored must have provided extraordinary public service or some exemplary contribution to the public good and have a connection to the community where the highway is located. The naming must be done without cost to the state. Costs for signs and plaques must be paid by local or private sources. The author or co-author of the resolution must represent the district in which the facility is located and the resolution must identify the specific highway segment or structure being named. The proposed designation must reflect a community consensus and be without local opposition. The proposed designation may not supersede an existing designation unless the sponsor can document that a good faith effort has uncovered no opposition to rescinding the prior designation. This resolution designates a portion of SR 57 in Los Angeles ACR 82 (HUFF) Page 2 County between the southern Diamond Bar sphere of influence line and the Pathfinder Road exit in the City of Diamond as the Mayor Bob Zirbes Memorial Freeway. The resolution further requests the Department of Transportation to erect appropriate signs upon receiving donations from non-state sources to cover the costs. COMMENTS: 1.Purpose of the resolution . By naming a portion of SR 57 for Mayor Bob Zirbes, this resolution seeks to memorialize the mayor's contributions to the City of Diamond Bar. 2.Mayor Zirbes' contributions . Robert Zirbes served as Chairman of the Diamond Bar Planning Commission prior to being elected to the Diamond Bar City Council in 2001. He distinguished himself as mayor from 2003 to 2004 and was reelected to a second term in 2005. Under his guidance, the City of Diamond Bar redefined its Code Enforcement Program and created a proactive approach to enforcement, known as the Neighborhood Improvement Program. Mr. Zirbes was the driving force behind the creation of the Home Improvement Program to financially assist homeowners with home repairs. He also worked tirelessly behind the scenes to promote economic growth for the City of Diamond Bar, including the newly completed Village Center, which is anchored by a Target store and the Brookfield residential community. Mr. Zirbes served previously served as President of the Diamond Bar Improvement Association and was a member of several boards and committees, including the City's Sports Park Task Force, Library Task Force, Tres Hermanos Conservation Authority, Walnut Valley Rotary Club, and Miss Diamond Bar Pageant, as well as being very involved in the American Youth Soccer Organization program, where he was a referee even when his own children had long outgrown the program. Mr. Zirbes lost his battle with cancer on February 8th, 2007. 3.Consistent with committee's policy . This resolution is consistent with all the provisions of the committee's policy on highway designations. ACR 82 (HUFF) Page 3 4.Technical amendment . On page 2, lines 17-19 strike "southern City of Diamond Bar Sphere of Influence Line" and insert "Orange County line".
