   An act to add Section 25218.3 to the Public Resources Code,
relating to energy resources.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 628, as introduced, Dutton.   State Energy Resources
Conservation and Development Commission: procedure.
   The Warren-Alquist State Energy Resources Conservation and
Development Act requires the State Energy Resources Conservation and
Development Commission to perform numerous functions in connection
with energy resources.
   This bill would, in addition, require the commission to allow
interested parties to present testimony and documentary evidence
concerning any alleged misuse of administrative procedures to exert
economic pressure on a party to enter a labor agreement with respect
to a project within the jurisdiction of the commission.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 25218.3 is added to the  Public Resources Code
, to read:
   25218.3.  The commission shall allow interested parties to present
testimony and documentary evidence concerning any alleged misuse of
administrative procedures to exert economic pressure on a party to
enter a labor agreement with respect to a project within the
jurisdiction of the commission.
