BILL ANALYSIS AB 1348 Page 1 Date of Hearing: May 18, 2005 ASSEMBLY COMMITTEE ON APPROPRIATIONS Judy Chu, Chair AB 1348 (Runner) - As Amended: May 2, 2005 Policy Committee: UtilitiesVote:11-0 Urgency: No State Mandated Local Program: Yes Reimbursable: No SUMMARY This bill: 1)Authorizes a demonstration project, with specified parameters, at the Antelope Valley Fairgrounds to determine the savings from energy efficiency measures to reduce overall demand and installing a photovoltaic (PV) solar energy system to reduce peak energy demand. 2)Requires the electrical corporation serving the fairgrounds (Southern California Edison), to file with the Public Utilities Commission (PUC) a tariff providing for an incentive rate specific to the demonstration project. 3)Requires the fairgrounds to submit biennial status reports and a final report on the project to the PUC and the Legislature. FISCAL EFFECT Minor absorbable costs for the PUC to review and adopt the required tariff. COMMENTS Purpose . The author indicates this bill is intended to create a demonstration project allowing the Antelope Valley Fairgrounds to install new energy efficiency systems and a new PV energy system under a specially designed tariff that will allow the fairgrounds to recoup the costs of a 630 kW solar energy system. The demonstration project will be used to test the durability of the systems and the effectiveness of combining large PV systems AB 1348 Page 2 with modern energy efficiency technologies.
