BILL SUMMARY:
SB 1163 requires the Public Utilities Commission (PUC) to
accept and investigate, as necessary, complaints made by
sub-metered mobilehome park or apartment complex customers
alleging violations of master-meter responsibilities, and
makes related changes.

STAFF COMMENTS:
Public utility service for a mobilehome park or apartment
complex may be provided through a master-meter system,
where the park or complex distributes service to its
submetered tenants. Existing law establishes certain
submetering requirements, and requires that specified
information be included in the utility bills owners present
to their residents.
This bill, among other things, makes clear that the PUC has
the authority to accept and investigate complaints alleging
violations of master-meter responsibilities.
PUC staff estimate increased costs of about $300,000
annually. PURA revenues are derived from an annual fee
imposed on public utilities. Therefore, any increased
costs should be offset by increased fee revenues.
