           SUMMARY  :  Makes a number of technical changes to the Public  
          Utilities Code and the Public Resources Code.  Specifically,  
           this bill  :   

          1)Broadens the potential membership of an advisory board to the  
            Public Interest Energy Research Program.

          2)Eliminates requirements that the California Energy Commission  
            (CEC) file four quarterly reports, an annual report, and a  
            biennial report on the Renewable Energy Program and  
            consolidates these reports into one annual report.

          3)Extends from March 31, 2003, to September 30, 2003 the due  
            date for a CEC report regarding the feasibility of  
            implementing a real-time metering program.

          4)Deletes existing statutory requirements that an the Payphone  
            Service Providers Committee (PSPC), an advisory board to the  
            California Public Utilities Commission (PUC), administer a  
            program to provide for the placement of telecommunications for  
            the deaf and hearing impaired in public buildings.

           FISCAL EFFECT  :  Minor savings to CEC.

           COMMENTS  :  This bill is an annual omnibus code clean up bill.   
          This bill corrects several incorrect cross references, expands  
          the potential membership of an advisory board for the Public  
          Interest Energy Research Program, and consolidates a number of  
          reports CEC is required to file with the Legislature. 

          The deletion of the requirement that PSPC administer a program  
          to provide for telecommunications devices for the deaf and  
          hearing impaired in a public place elements a duplication of  
          responsibilities which this committee shares with the  
          Telecommunications Access for the Deaf and Disabled  
          Administrative Committee.
