BILL ANALYSIS SB 168 Page 1 Date of Hearing: June 16, 2003 ASSEMBLY COMMITTEE ON UTILITIES AND COMMERCE Sarah Reyes, Chair SB 168 (Committee on Energy, Utilities and Communications) - As Amended: June 12, 2003 SENATE VOTE : 39-0 SUBJECT : Public Utilities Code and Public Resources Code. SUMMARY : Makes a number of technical changes to the Public Utilities Code and the Public Resources Code. Specifically, this bill : 1)Changes an incorrect cross references in Public Resources Code Sections 25401.2 and 25525; 2)Corrects a grammatical error in Public Resources code section 25523 (d)(1); 3)Broadens the potential membership of an advisory board to the Public Interest Energy Research Program; 4)Eliminates requirements that the CEC file four quarterly reports, an annual report and an biennial report, on the Renewable Energy Program and consolidates these reports into one annual report; 5)Extends from March 31, 2003, to September 30, 2003 the due date for a CEC report regarding the feasibility of implementing a real-time metering program; 6)Appropriates $40,000,000 from the High Cost Fund A Administrative Committee Fund to the Public Utilities Commission for the purpose of paying prior year claims owed to telephone corporations providing services in high cost rural and small metropolitan areas; 7)Appropriates $19,000,000 from the Universal Lifeline Telephone Service Trust Administrative Committee Fund to the Public Utilities Commission for the purpose of paying prior year claims owed to telephone corporations providing discounted residential telephone services to eligible customers. SB 168 Page 2 FISCAL EFFECT : Unknown. COMMENTS : This bill is an annual omnibus code clean up bill. This bill corrects several incorrect cross references, expands the potential membership of an advisory board for the Public Interest Energy Research Program, and consolidates an number of reports CEC is required to file with the Legislature. Furthermore, this bill includes an appropriation to pay approved prior year claims owed to telephone corporations that provide services under the High Cost Fund B program and the Universal Lifeline Telephone Service program.
