   An act to add  Chapter 8 (commencing with Section 2830) to
Part 2 of Division 1 of the Public Utilities   Section
25407 to the Public Resources  Code, relating to energy.
	LEGISLATIVE COUNSEL'S DIGEST
   AB 2924, as amended, Wiggins.  Energy:   zero energy homes
  photovoltaic generation grant program  . 
   The existing Warren-Alquist State Energy Resources Conservation
and Development Act establishes the State Energy Resources
Conservation and Development Commission (Energy Commission) with the
policy and intent of promoting all feasible means of energy
conservation and all feasible uses of alternative energy supply
sources.
   This bill would require the Energy Commission to report to the
Legislature, on or before July 1, 2005, with recommendations for
establishment of a program to provide grants to fund all expenses for
the purchase and installation of photovoltaic electrical generating
panels on publicly subsidized residential housing units that the
Energy Commission deems to be appropriate sites for photovoltaic
panels.  
   Under existing law, the Public Utilities Commission has regulatory
authority over public utilities, including electrical corporations,
and authorizes the commission to establish rules for all public
utilities, subject to control by the Legislature.  Existing law
requires the commission to require an electric or gas corporation to
perform home weatherization services, as defined, for low-income
customers, as determined by the commission.
   This bill would declare the intent of the Legislature, in
subsequent legislation, to establish, increase, and modify incentives
and to provide financing mechanisms for energy efficiency and
photovoltaic capabilities for subsidized and affordable housing, and
to establish "zero energy homes" as a goal for low-income and
first-time home buyers.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
  
  SECTION 1.  Chapter 8 (commencing with Section 2830) is

read:
   25407.  The commission shall report to the Legislature on or

   2830.  It is the intent of the Legislature, in subsequent
legislation, to establish policies to establish, increase, and modify
