   An act to add Chapter 8 (commencing with Section 2830) to Part 2
of Division 1 of the Public Utilities Code, relating to energy.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 2924, as introduced, Wiggins.  Energy:  zero energy homes.
   Under existing law, the Public Utilities Commission has regulatory
authority over public utilities, including electrical corporations,
and authorizes the commission to establish rules for all public
utilities, subject to control by the Legislature.  Existing law
requires the commission to require an electric or gas corporation to
perform home weatherization services, as defined, for low-income
customers, as determined by the commission.
   This bill would declare the intent of the Legislature, in
subsequent legislation, to establish, increase, and modify incentives
and to provide financing mechanisms for energy efficiency and
photovoltaic capabilities for subsidized and affordable housing, and
to establish "zero energy homes" as a goal for low-income and
first-time home buyers.
   Vote:  majority.  Appropriation:  no.  Fiscal committee:  no.
State-mandated local program:  no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Chapter 8 (commencing with Section 2830) is added to
Part 2 of Division 1 of the Public Utilities Code, to read:

      CHAPTER 8.  ZERO ENERGY HOMES

   2830.  It is the intent of the Legislature, in subsequent
legislation, to establish policies to establish, increase, and modify
incentives and to provide financing mechanisms for energy efficiency
and photovoltaic capabilities for subsidized and affordable housing,
and to establish "zero energy homes" as a goal for low-income and
first-time home buyers.
