           DIGEST  :    This bill deletes various obsolete provisions  
          related to the Power Exchange.

           ANALYSIS  :    AB 1890 (Brulte), Chapter 854, Statutes of  
          1996, established the Power Exchange (PX) as an  
          incorporated public benefit nonprofit corporation.

          The PX ceased its essential market functions in 2001,  
          pursuant to an order of the Federal Energy Regulatory  
          Commission, and declared bankruptcy shortly thereafter.   
          While the PX is still in the latter stages of winding up  
          its affairs, it is no longer operating as an electricity  
          trading venue.

          This bill deletes various provisions pertaining to the  
          creation, duties, and regulatory oversight of the PX.
