          BILL SUMMARY: 
          
          AB 1647 would require the Department of General Services  
          (DGS) to develop an inventory of prefabricated buildings  
          and modular units in use 1/1/04, by school districts in  
          Riverside and San Bernardino Counties, including the length  
          of service and the occupancy levels of those buildings and  
          units.  In addition, DGS would be required to develop a  
          written list of all prefabricated and modular buildings and  
          units authorized commencing 1/1/04, through 1/1/05.  DGS  
          shall report to the Legislature by 7/1/05 and the report  
          shall include, but not be limited to, the inventory and the  
          list.

          STAFF COMMENTS:  
          
          This bill meets the criteria to be referred to the Suspense  
          File.
          
          There are 50 school districts with 800 campuses in  
          Riverside and San Bernardino Counties.  Because there is no  
          database containing information on the length of service  
          and the occupancy levels of those buildings and units, the  
          Division of the State Architect estimates it will require  
          site visits, averaging two campuses per day.  This will  
          require two engineer level staff over the course of  
          approximately one year to compile the necessary  
          information.  Travel and lodging expenses are estimated at  
          $100,000.
