BILL SUMMARY:
SB 1143 (1) requires the California Energy Commission (CEC)
to (1) perform an annual assessment of the state's need for
additional energy resources, as specified, and (2) prepare
a plan to increase renewable generation to 15% of the
state's total generation by 2006, and to 20% by 2010.

STAFF COMMENTS: This bill meets the criteria for referral
to the Suspense File.
SB 110 (Peace, Ch. 581, St. of 1999) eliminated the
integrated assessment of need requirement.
CEC staff indicate that preliminary cost estimates are $1
million one-time for data procurement, consulting, and
computer modeling, and staff costs of about $400,000
ongoing to prepare the annual assessment. The costs for
the renewable generation plan are probably minor.
STAFF NOTES that the renewable generation plan is due "at
the earliest possible time". The author and committee may
wish to consider (1) specifying, "?but not later than
December 31, 2002, or some other date, and (2) requiring
that the plan and annual assessment be submitted to the
Legislature and the Governor.
