LEGISLATIVE COUNSEL'S DIGEST
SB 1143, as amended, Bowen. Energy : renewable energy
resources .
Existing law establishes the State Energy Resources Conservation
and Development Commission in the Resources Agency, and specifies the
powers and duties of the commission.
This bill would require the commission, by December 31, 2002, and
by December 31 annually thereafter, to submit to the Legislature and
the Governor an assessment of the need for resource additions that
will reasonably balance the requirements of state and regional growth
and development, the protection of public health and safety, the
preservation of environmental quality, the maintenance of a sound
economy, and the conservation of resources. The bill would also
require the commission to prepare an energy diversity plan to achieve
the goals that, by December 31, 2006, at least 15% of the energy
generated consumed in California shall
derive from renewable sources and, by December 31, 2010, at least 20%
of the energy generated consumed in
California shall derive from renewable sources. The bill would
require the commission to conduct this assessment and prepare the
plan using its existing resources.
Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.
