   An act to add Section 25554 to, and to add Chapter 7.6 (commencing
with Section 25660) to Division 15 of, the Public Resources Code,
relating to energy.

   SB 1143, as introduced, Bowen.  Energy.
   Existing law establishes the State Energy Resources Conservation
and Development Commission in the Resources Agency, and specifies the
powers and duties of the commission.
   This bill would require the commission to annually perform an
assessment of the need for resource additions that will reasonably
balance the requirements of state and regional growth and
development, the protection of public health and safety, the
preservation of environmental quality, the maintenance of a sound
economy, and the conservation of resources.  The bill would also
require the commission to prepare an energy diversity plan to achieve
the goals that, by December 31, 2006, at least 15% of the energy
generated in California shall derive from renewable sources and, by
December 31, 2010, at least 20% of the energy generated in California
shall derive from renewable sources.
   Vote:  majority.  Appropriation:  no.  Fiscal committee:  yes.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:


  SECTION 1.  Section 25554 is added to the Public Resources Code, to
read:
   25554.  The commission shall perform an assessment of the need for
resource additions that will reasonably balance the requirements of
state and regional growth and development, the protection of public
health and safety, the preservation of environmental quality, the
maintenance of a sound economy, and the conservation of resources.
This assessment shall be based on determinations made pursuant to
subdivisions (a) to (f), inclusive, of Section 25305.  The assessment
shall be performed at least annually.
  SEC. 2.  Chapter 7.6 (commencing with Section 25660) is added to
Division 15 of the Public Resources Code, to read:

      CHAPTER 7.6.  RENEWABLE ENERGY

   25660.  The commission shall, at the earliest possible time,
prepare an energy diversity plan to achieve the following:
   (a) By December 31, 2006, at least 15 percent of the energy
generated in California shall be derived from renewable sources.
   (b) By December 31, 2010, at least 20 percent of the energy
generated in California shall be derived from renewable sources.
