DIGEST : This bill requires the State Department of
General Services, in consultation with the Energy
Resources, Conservation and Development Commission, to
ensure that solar energy equipment is installed, no later
than January 1, 2007, on all state buildings and state
parking facilities where feasible, as specified. It also
requires solar energy equipment to be installed as part of
the construction of all state buildings and state parking
facilities that commences after December 31, 2002.
Assembly Amendments (a) clarify the requirement to install
solar equipment if adequate space is available and if the
equipment is cost-effective, (b) provide a definition for
"cost-effective," (c) add co-authors, and (d) make
technical corrections.
ANALYSIS : Under current law, the State Department of
General Services generally governs state procurement
activities, including acquisition of materials, supplies,
and services. The DGS also has primary responsibility for
the planning, acquisition, construction and maintenance of
state buildings. Existing law establishes, within the
State Resources Agency, the Energy Resources Conservation
and Development Commission which has various
responsibilities related to energy conservation.
