SUMMARY : Requires the State Energy Resources Conservation and
Development Commission (CEC), not later than January 1, 2004, to
amend existing regulations pertaining to energy efficiency
standards for residential clothes washers to require these clothes
washers manufactured on or after January 1, 2007, to be at least as
efficient as commercial washers.
The Senate amendments delete the Assembly version of this bill, and
instead require CEC, not later than April 1, 2004, to petition the
United States Department of Energy (DOE) for an exemption from any
federal regulations governing energy efficiency standards that are
applicable to residential clothes washers, and to report to the
Legislature on its progress with respect to the above requirements
not later than January 1, 2005.
AS PASSED BY THE ASSEMBLY , this bill declared the intent of the
Legislature to address the issues of authorizing the taking of
certain birds and fully protected species caused by the
implementation of any component of the Lower Colorado River
Multi-Species Conservation Program established by the States of
California, Arizona, and Nevada and approved by the
Department of Fish and Game, or by the implementation of any
component of the May 11, 2000, working draft of California's
Colorado River Water Use Plan.

minor, if any, fiscal effects.

COMMENTS : This bill was substantially amended in the Senate. The
Assembly-approved provisions of this bill relating to Colorado
River Water were deleted in the Senate. The subject matter of this
bill was not heard in any Assembly policy committee this
legislative session. According to the author's office, this may be
yet another new bill.
