           SUMMARY  

          This bill requires the Public Utilities Commission (PUC) to  
          provide a 10-year forecast of statewide natural gas demand to  
          the Legislature by January 1, 2004 and every two years  
          thereafter.

           FISCAL EFFECT 

          Minor absorbable special fund cost every two years for the  
          report.

           COMMENTS  

           Purpose  .  This bill requires a report on natural gas demand in  
          the state, including an analysis of long term trends in demand  
          under a various scenarios.  This bill would complement AB 2 X1  
          (Bill Campbell), which requires the PUC to determine by July  
          2002 whether the state's natural gas infrastructure (1) is  
          sufficient to provide service such that no customer would be  
          interrupted more than once every five years; and (2) has  
          transmission capacity exceeding projected demand by at least 15  
          percent.
