           SUBJECT  :    State non-emergency telephone number system

           DIGEST  :   This bill authorizes local public agencies to  
          establish a 311 non-emergency telephone system.

           Senate Floor Amendments of 3/11/02  delete the prior  
          version, which extended the due date for a report on  
          firearms ballistics identification systems.  The bill now  
          contains the contents of AB 1477 (Hertzberg) that was  
          vetoed.  The author has obtained a commitment from the  
          Governor's Office to continue working on the subject.  This  
          bill is the vehicle for the product of that work.

           ANALYSIS  :    Current law provides for a "911" Emergency

          Telephone Service system, which is financed by a surcharge  
          on all residential and business telephone bills, and caps  
          that surcharge at 0.75 percent of a customer's telephone  
          bill.

          Current law provides for a pilot program to test a "311"  
          non-emergency telephone system.

          This bill allows each county, city, and joint powers  
          authority (JPA) which operates a public safety answering  
          point to establish a 311 non-emergency system.  A  
          non-emergency system is defined as one which provides  
          access to public safety agencies and to other services  
          provided by a jurisdiction such as street maintenance and  
          animal control. 

          This bill provides that the Telecommunications Division  
          within the State Department of General Services (DGS) may  
          aid local public agencies in the formulation of concepts,  
          methods and procedures that will improve the operation of  
          systems and to increase cooperation among public agencies.
