BILL SUMMARY:
AB 468 requires a person who is requesting a duplicate
driver's license or identity card to provide photographic
proof of identity when requesting the duplicate.

*DMV has identified out-year costs of $3.4 million in 2002-03 and
$5.5 million in 2003-04, but also indicates it would request these
amounts in Budget Change Proposals for fraud protection whether or
not this bill is enacted.
STAFF COMMENTS:
SUSPENSE FILE
Current law provides that if a driver's license or
identification card issued by the DMV is lost, destroyed or
mutilated, the person who was issued the license or ID card
must provide proof of the loss in order to receive a
replacement. This process can be done by mail. If the
owner finds the original driver's license after a duplicate
has been issued, the owner must destroy the original.
This bill provides that if a driver's license or ID card is
lost, mutilated or destroyed, the owner must go to a DMV
office and provide satisfactory proof of identity,
including a valid identification document which contains a
photograph - e.g., an employee ID card. If the owner
doesn't have such a document, the DMV must verify the
owner's identity through a search of its photographic
files. If the owner finds the original ID card after a
duplicate has been issued, the owner must destroy the
original.
Staff notes that this bill is similar to SB 766 (Karnette)
which passed off the Suspense File in May. SB 766 required
DMV to search its photographic files for all applicants for
replacement licenses or ID cards, not just those who were
unable to provide photographic identification.
